The CGADNCR-CL District Convention (DISCON) for the year was held last 21 March 2015 Saturday at Sucat, Paranaque City, NCR. The theme "Partners in Action" signifies the continuing and strengthening of the partnership of the PCG CGDNCR-CL and PCGA CGADNCR-CL. The DISCON is the continuation of the joint initiative of the PCG and PCGA after the success of the PCG-PCGA Planning Workshop in Subic. The PCG released the eleven (11) approved Memorandum Circulars which resulted from the eleven (11) District Auxiliary Board Resolutions crafted jointly by PCG and PCGA in Subic.
All the auxiliary squadrons, including the newly activated three (3) squadrons were present in the DISCON with almost 300 PCGA officers, auxiliarists and PCG officers from the District and subordinate units: coast guard stations and sub-stations. CDR William O Arquero PCG, DCS for CRS CG-7 and his staff were also present. The Presiding Officer and Guest of Honor was COMMO Joel S Garcia PCG, District Commander CGDNCR-CL.
The DISCON programme started with a seminar on Protocol for PCGA conducted by LT Havelino Salih PCG, PCGA Affairs Officer assisted by ENS Mizar Cumbe PCG, District Adjutant. The interactive seminar was very informative and in some instances COMMO Garcia stressed certain important aspects of protocols which are usually taken for granted. After the seminar on Protocol, COMMO Garcia presented and discussed the salient points of the approved Memorandum Circulars (MCs) as requested by CGADNCR-CL in the District Auxiliary Board Resolutions approved in the PCG-PCGA Planning Workshop in Subic. After the lunchbreak, the DISCON participants, both PCG and PCGA, were divided into five (5) break out groups to discuss concerns on MARSAR, MARSAF, MAREP, MCOMREL and Administrative Matters. The objective of the workshop was to come up with one (1) DISCON resolution for presentation and approval during the plenary. During the plenary session each group presented their DISCON Resolution for deliberation and approval by the assembly.
The final part of the DISCON was the closing remarks of the Guest of Honor and Presiding Officer, COMMO Joel S Garcia PCG. His message was focused on the institutionalization of the MCs and other significant amendments to the PCGA Regulations Manual 2012 Edition which he requested RADM Prieto as the DNDO to pursue in the upcoming National Convention in Legazpi City. He praised the leadership of RADM Prieto Jr PCGA for his commitment and professionalism to institute changes in the present work ethics and functions of PCGA as a truly professional organization and not as a mere social club.
After his remarks, the Presiding Officer, COMMO Garcia PCG, District Commander CGDNCR-CL assisted by RADM Prieto Jr PCGA, Director Auxiliary District led in the formal activation of the 107th, 111th and 134th auxiliary squadrons. This was followed by the reading of General Orders for the promotion of officers and donning of shoulder boards. Finally, RADM Prieto Jr PCGA led the Charging of new members while COMMO Garcia PCG led the oath-taking of the new members.
In the evening after dinner, nine (9) auxiliary squadrons presented their respective 3-5 minutes audio visual presentations (AVP) which was judged by PCG Officers. The winner was 125th Auxiliary Squadron and the surprise was the PhP 20,000 cash prize, courtesy of VADM Dy PCGA and RADM Prieto PCGA.
The DISCON was truly a long working, learning and productive forum, and enjoyable time for both PCG and PCGA. RADM Prieto Jr PCGA, Director Auxiliary District of CGADNCR-CL expressed his sincere gratitude to all the Auxiliary Squadrons, the PCG and for the good weather after the storm fizzled out the day before the DISCON.
